GGTC Kyiv in partnership with Info Sapiens conducted the first nationwide public opinion poll on digital public services - GovTech Pulse Research. The research is integrated into the national Omnibus project and aims to study the level of use, satisfaction and expectations of citizens regarding digital technologies in the public sector.
Key insights:
• Widespread use of digital services: 55% of Ukrainians have used digital services in the past year. Most of them are youth, men, and residents of large cities.
• Ukrainians are satisfied with digital services: 75% of respondents are satisfied with government digital services, and 86% are satisfied with business digital services.
• Active support for security and infrastructure-related technologies: 84% support the development of drones, 77% support cybersecurity, and 76% support 5G/6G.
• Scepticism about AI: Only 47% of respondents support the development of artificial intelligence. Among youth aged 16-19, the support is 75%, while among respondents aged 60+, it is only 35%.
Methodology
The survey was conducted by Info Sapiens in April of 2025 among 1,000 respondents in all regions of Ukraine, except for the temporarily occupied territories. The data was collected by telephone interviews (CATI). The sample is representative in terms of age, gender, region and type of settlement.
